With reference to your letter of the 2nd instant, Fo. 12807/1911, forwarding a copy of correspondence with the Governor of Hong Kong and the Lords Commissioners of the Admiralty, regarding the lobe of a site to a Japanere fim for & Cowling Depêt, I am commanded by the Army Council to acquaint you, for the information of Kr. Secretary Harcourt, that from & military
point of view there is no objection to the ranting of the lease
provided that a right of pre-emption of the coal stored, in the
event of strained relations or war, be secured as condition of
the concession.
The plans which formed the enclosures of Sir F. Lugard's
despatch are returned as requested.
